My name is Paz, and I'll do anything to protect my namesake.
A sweet, peace-loving student, Paz Ortega Andrade is a "teen with a dream". After being orphaned at a young age and also losing her grandparents in the Costa Rican Civil War, Paz is desperate to do all she can to prevent such atrocities occurring again, even attending extra-curricular tutoring at the as-yet-unsanctioned UN University for Peace. She passionately believes in a world without war, and goes so far as to join her teacher, Professor Gálvez, in begging the small mercenary group MSF to assist them in ejecting the CIA from Costa Rica.
Despite her earnest beliefs, Paz is still just a child, and is incapable of personally doing much to assist the MSF. Although spending most of the conflict's time hidden away at Ciudad Colon, she was recaptured by the CIA's Peace Sentinel faction, and at the climax of the intervention found herself pointing a pistol at their leader. She could not fire, and during the MSF exfiltration broke down in tears at how terrifying it had been, showing that while she truly wishes to do all she can for peace, she is not capable of making herself take a life.
The MSF are happy to take her in after her professor and sponsor Gálvez is exposed as a Soviet spy, but a little cautious as to whether she would be able to cope with living in the environment of Mother Base. After all, she had already proven herself to be weak. At her insistence however, she was put to work in the Mess Hall, showing some resilience and a lack of interest in being treated like a burden.
During her time at Mother Base, it is clear to see that Paz is a happy, charming girl, despite all the atrocities she has experienced throughout her life. She loves to sing, to play with Nuke (the base's kitten), to go fishing, to play soccer. She's the perfect model of a schoolgirl, and dresses in a modest school uniform, practical rain boots and an oversized Little Red Riding Hood cape. All impressions given are of an innocent child surrounded by wolves.
Until the personality of Paz Ortega Andrade is thrown off like sheep's clothing.

Pacifica Ocean was also orphaned at a young age in Costa Rica, taken in and raised by Cipher in the USA - a debt that in her eyes can never be repaid. Beyond their unfortunate start in life, very little remains the same between Paz and Pacifica. Not a child, and not a student, Pacifica was the most trusted agent of Cipher, and the only person permitted to meet its architect Zero face-to-face. She was tasked with a mission of utmost secrecy and importance - infiltrating MSF and striking back at Snake, their leader, and using either persuasion or force to bring him back under Zero's control.
She didn't gain Zero's trust easily. Pacifica possesses a will forged of iron and quenched in blood, with Cipher as the blacksmith. "Sewer rats lead better lives", said Zero of her upbringing. Capable of surviving betrayal and betraying others to survive, Pacifica passed through the gauntlet of Cipher's extreme training, enduring starvation, sleep deprivation, torture and all other forms of psychological warfare. All to be given the mission of becoming Paz Ortega Andrade.
A monstrous void was carved out of her personality by the actions of her formative years, leaving a cruel and calculating young woman incapable of understanding her own feelings. By her own words, Pacifica finds small animals pathetic and the people who dote on them even more so, and yet finds herself playing with MSF's kitten on a daily basis. She complains about cooking with the gossiping women onboard Mother Base, and yet reminisces fondly about her mother's gallo pinto.
In truth, while she views herself as little more than a machine enacting Cipher's will, spending time on Mother Base has made her realise that her life until this point has been filled with nothing but fear and despair. MSF treats its soldiers like human beings, encouraging the celebration of birthdays, playing games together, even organising a Peace Day festival. What initially come across as small, confusing contradictions in her cold and mocking personality eventually grow into fragments of humanity.
For once in her life, Pacifica is happy. This is to be her undoing.
No longer sure of where her allegiances lie, she is trapped between Cipher and MSF, unable to reconcile with either. She has two choices: finish her mission and prove her loyalty to Cipher by fighting and dying at the hands of the legendary Snake, the one person she has ever identified with, or to sabotage and abort the mission, leaving herself to suffer a fate worse than death in the grip of Cipher, the only semblance of family she has ever known.
In the end, the crux of the matter lies in her inability to kill Chico, a thirteen-year-old member of MSF. Spotting her sabotaging Metal Gear ZEKE in an attempt to stall the inevitable decision she must make, he immediately flees, but she cannot stop him. She cannot shoot him in the back. At that moment, she realises she has lost, and that she must choose a fork in the road to her own destruction.
In summary, Pacifica Ocean is a deeply confused young woman who is struggling to come to terms with the knowledge that there is more in the world than the miserable life she has endured so far. Even if her loyalty to Cipher has wavered, she is still deeply afraid of it. In an environment where she can be safe from Cipher, who knows how she'll flourish?
But is anywhere truly safe?
Abilities/Skills:
Espionage: Trained as an agent from a young age, Pacifica possesses almost unparalleled skills in the field of espionage. Capable of going deep undercover and earning a target's trust, she excels at obtaining information.
Mechanics: Displays a surprising aptitude for dealing with complex systems, she is capable of reconfiguring the AI-guided Metal Gear ZEKE to be directed by a human pilot. She is also able to sabotage machinery in near-undetectable ways.
Home Cooking: Increases morale of all staff when she is assigned to the Mess Hall Team.
Singing: It is called "Love Deterrence".
